That would give the active tank a marked mobility advantage over the armor buffer tank which has both plates and trimark, giving it the edge in something (beyond the sheer fact it has a active tank).
That is pretty much spot on. The huge slot amount and fitting need of reasonable active tanks cripples most ships and makes them a lot less desirable for small gang/solo stuff. That you will die quick under focus fire is not the big problem with active tanks(you will live nearly the same time as a buffer w/o slaves). The bigger problem is that you most of the time need to drop DPS, range and flexibility to undesirable levels to fit it.

so why arent shield buffers used more? is it because a RR shield BS is nearly impossible to fit?
For solo/small gang at least 50% of all sub BS ships are shield buffered this days(actually a bit more since the AK changes).
Nothing wrong with a shield buffer Pest or Raven to, they work pretty well.
